We'd call this negative for construction-cost-sensitive projects, and relatively positive for completed, legally clean inventory. The instinct to chase the cheapest advertised price per square foot is understandable, but it isn't necessarily the same thing as the lowest-cost investment once you factor in delivery risk, specification changes, and the possibility of delays.
